Most people choose to use the seeded SLA Definitions when upgrading to R12. At least for the first round of testing. For 12.1.3, for whatever reason, the upgrade leaves the seeded definition for assets in an uncompiled status. This means Create Accounting for Assets will fail.
The fix is simple: From Fixed Assets Manager, navigate to Other | Requests | Run. Select the program "Validate Application Accounting Definitions". If the program is not available, add it to the report group. Use the following parameters:
Ledger: (your Ledger name (not assets ledger, GL ledger)
Uncompiled Status Only: No (it's only the uncompiled ones that need compiling)
Application: Assets
Application Accounting Definition Owner: Oracle
When the program finished, look at the report to verify no issues.

Oracle Updates FAQs on SLA when upgrading to R12
Alyssa Johnson emailed me last week that Oracle has updated the document on how subledger accounting is created/upgraded during the upgrade from 11i to Release 12. The updates to this document just point out that information on MOS is constantly evolving (and getting better). So visit MOS often and see if some of your favorites have been improved.
And if you didn't know, every product in EBS has an information center. If you are planning your upgrade or in the middle of one, you should visit these documents. Just type Information Center and your product in the search window. There are links to critical patches, FAQs, etc.
